James Allen Waters was born and raised in Cloverdale, Indiana. As a young man, he chose to serve his country by enlisting in the United States Army. Waters was assigned to Company D, 1st Battalion, 32nd Infantry Regiment, part of the 3rd Brigade Combat Team stationed at Fort Drum, New York.
During his service, Specialist Waters was deployed to Afghanistan as part of Operation Enduring Freedom, a military campaign that commenced in October 2001 with the aim of dismantling terrorist organizations.
