Staff Sergeant Francis Gene Phillips IV was a 28-year-old soldier from Meridan, New York. He served with the Headquarters and Headquarters Company, 1st Battalion, 36th Infantry Regiment, 1st Brigade Combat Team, based at Fort Bliss, Texas.
